With reference to your telegram 2nd January unofficial
members of Legislative Council ask me to transmit recommenda→
tion that Hong Kong Bivil Bervice should be accorded same
privileges as Straits Settlements Civil Service with regard to passages except that qualifying period should be five in- stead of 4 years resident service. They state that they feel very strongly on this subject.
